The Environmental Quality Division’s Climate Action Team has an opening on the Buildings Team for a Building Efficiency and Electrification Administrator (Administrator II).  This position will be part of the new Office of Climate Action, Sustainability and Resiliency when that office is formed in 2020.  Buildings are responsible for 51% of the greenhouse gas emissions in Denver. The buildings team runs the Energize Denver programming and is responsible for ensuring the City meets its buildings related climate and energy goals as laid out in the 80×50 Climate Action Plan, including that buildings use 30% less energy by 2030, 50% less energy by 2050, new buildings achieve net zero energy by 2035, and 50% less thermal heating emissions by 2040.  Every building represents an opportunity to address climate change, enhance community, and improve health by increasing energy efficiency. The Buildings Team is on the forefront of meeting Denver’s climate goals by working locally with stakeholders, collaborating with other cities, and using a data-driven approach.  The Buildings Team helps building owners in Denver enhance sustainability, resulting in healthier buildings with happier occupants.

This position will support the Buildings Team Lead in moving the City towards these goals.    The buildings team also has an Administrator II position that runs the Energy Program and the Net Zero Energy New Construction work and an Administrator I level position that supports the benchmarking program data needs of the team.

Job duties include:

  • Lead the development and implementation of the Strategic Existing Building Electrification Implementation Plan.  Ensure  the City achieves its long term 80×50 Climate Action Plan goals to reduce water and space heating emissions by 50% by the year 2040 or sooner. The Implementation Plan will also serve as the guiding document to consider how we might achieve carbon neutrality in buildings by 2050 i.e. 100% reduction in water and space heating emissions.
  • Lead the City’s technical working group on Strategic Building Electrification under the City’s Energy Future Collaboration partnership with Xcel Energy.
  • Participate in USDN strategic electrification working groups and other collaboration and learning opportunities with other cities.
  • Lead outreach and education of building owners on the opportunity to improve their building’s energy efficiency including case studies, events, tours of buildings, and other outreach that gives building owners and managers opportunities to learn more about efficiency products and to build their network of contractors
    • Coaching all existing buildings on easy stuff/first steps. Use your building energy technical expertise contribute to the design and implementation of new outreach strategies, policies and programs that will target building sectors and emission reductions with the highest potential for emission reductions.
    • Helping with running the Smart Leasing Program
  • Assistance with other projects from the team, Benchmarking, the Energy Program that was recently created under Denver’s new Green Building Ordinance, net zero energy new construction.
  • Act as a building energy technical expert on the team.
  • Perform legislative and/or policy analysis of issues and formulating approaches and plans to address identified issues, and briefs management on concerns and issues by providing information required for decision making
  • Design and implement new policies and programs over time that help building owners and managers improve building energy efficiency.
  • Drafting RFPs for professional/services contracts, evaluating proposals, selecting successful bidder, administering the contracts, and monitoring contracts for compliance and expenditures.

About You

Our ideal candidate will have:

  • A minimum of three years of experience in existing building HVAC, retro commissioning, energy audits or other background that has expertise in existing building mechanical systems. Technical expertise and experience working on projects that improve building energy performance. Knowledge of building code and options for existing building electrification.
  • Master’s degree in Mechanical Engineering, Environmental Policy, Real Estate, Business Administration, Public Administration, Political Science, Environmental Studies, or a related field.
  • Great communication skills and experience communicating compellingly on building energy efficiency with diverse audiences including building owners and manager, building tenants, the general public, efficiency professionals, brokers, attorneys and others in the real estate sector.
  • Strong project management experience with ability to push through barriers to deliver exceptional results on time.
  • A proven ability to work with a diverse team, creating an atmosphere of trust and inclusiveness.
  • Demonstrated ability to deliver results by creating a shared vision and enabling others to act.
  • Ability to build meaningful multi-sector partnerships and relationships in support of existing strategic goals.
  • Ability to chair and/or participate on task forces in order to resolve complex technical issues with diverse stakeholders. An ability to work with representatives from a variety of City agencies and external organizations in an effective and professional manner.

  • Experience Requirement: Three (3) years of experience acting as an administrator or a full performance level professional within a specialized, functional area. (Some positions may require experience in a specific area.)
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
  • Additional appropriate education may be substituted for the minimum experience requirements.
